After visiting a place like Boyeco, the question that remains in the air for any sociologist, did any of the institutions that authorized the placement of the landfill in the place where it is located today know that it had a social impact? potential that would translate into the complex issue of the contradiction of sovereignty between the Mapuche people and the Chilean state?


At first glance, and after listening to the position of Isaac Fernández, who was in charge of the municipality regarding the cleaning and decoration of the city, we see that it was planned by the characteristics of the location of the land, that is: outside the Urban area. That was the main criterion, and we suppose that it is completely valid for technical planning, which is the only role that we can attribute to a municipality that does not have enough "knowledge" to be able to handle an issue that translates into the policy of the country, which is the Mapuche conflict.

We realize here that the opinion of Chilean "citizens" who were "benefited" by the placement of a landfill next to their crops and crops was not taken into account, which represents an adaptation to a new productive task by changing the way of life of a population and leading it to social exclusion through lack of training to take on a new productive task. In addition, we cannot forget the characteristics of the Mapuche culture, and particularly its relationship with the earth, which is its sustenance and mother when it comes to leading an ecological way of life completely linked to the fruits of the earth and its benefits. We cannot ignore this prism that is present in the conflict and that gives sociological characteristics to this Boyeco when planning.

Perhaps for Don Isaac it is very easy to call all the participants in the conflict as citizens, and make it clear that all citizens must abide by Chilean legislation, etc., but what happens when those involved do not see themselves as conformers of this law, and feel that it does not represent it either? We can perhaps say that the indigenist policy leaves these frameworks and places itself in a secondary role, but what confidence does an event bring to the Mapuche people as a whole?


Maria Huenchuán claims her rights with conviction, and isn't this legitimate as long as she is considered a citizen? Of course, yes, but the answer that the government gives is simple: "we lack oversight." And why can't a body that is supposedly competent to perform the tasks assigned by a higher level such as the government be sued?

The irresponsibility of the Municipality, and especially of CONAMA, should be sanctioned because, after contemplating through my visit to Boyeco the existing irregularities and negligence regarding the regularization of the space, we can attribute to these bodies the responsibility of approving a tender that It did not have a firm professionalism of regular control against a private company that finished the properties of the soil, it brought horrible contamination to the communities (plague of flies, packs of dogs, flocks of jotes and other birds, contamination of the underground waters, etc.) that was not anticipated in advance.

We can also add that the lack of security and control measures, without meeting the minimum environmental and health standards, means that the current enclosure maintains a true garbage supermarket, a fact that was reported by the media themselves to At the end of last year, where numerous people from outside trafficked in the garbage, lived in the place and fed on it. Those who live with the waste, make permanent bonfires to cook their meals and even to reduce metals that are stolen and immediately marketed in the same place.

Despite thousands of wonders that the representative of CONAMA presents to a group of students, to whom I do not know if he was really aware of his previous visit to the landfill, about integration through citizen participation that according to his criteria only You can demonstrate through protest, march, etc. We realize the ineffectiveness of your environmental conservation project, we can identify the orientation presented by the majority of the representative institutions of the country: support a massive sector of voters, who can, when their demands are satisfied, give a vote in favor of their candidates. This was best expressed when it released its criteria for estimating social impact, which is aimed not at evaluating the terrain, but at the effect on people, especially the number, that is, "not one person, but 500" . For this reason, this transcends the discussion, but it is not the topic that today calls us to write.

We cannot speak here of a "good planning", nor of a "responsible work" on the part of the governmental institutions that are to assure the quality of life of the citizens who every time are brutally beaten by the private companies, to which the government and the law lets make and break. For this reason, he considered that the role of planning can be a double-edged razor, since if it is carried out with the pertinent criteria for a specific historical, cultural and social context, it can be transformed into an improvement for the quality of life of the population, but If it is executed in the "brutal" way of neoliberalism, we can reach problems that transcend any particular phenomenon to become a problem of a macro-social nature, such as the legitimacy of a people and a culture such as the Mapuche.

We can only draw the conclusion that the role of the sociologist in planning is to foresee the consequences in the organizational and social issue of the population. For this, a context, a historical period and the characteristics of the "beneficiaries" or citizens who are immersed in the project must always be taken into account. We must understand that we all do not operate under the same logic, especially in our area, and no matter how much they make us believe that popular cultures do not continue to exist and express a contradictory position to modernization and modernity projects without "the subject", we must highlight the subjective and objective conditions of the Mapuche and Chilean territory.
